For more information about our organization, visit hria.org Position Description HRiAs Research and Evaluation (R&E) Cluster works with a variety of clients such as health departments, hospitals, schools, foundations, and community organizations to provide valid, reliable data for developing, implementing, and improving health and social programs and initiatives across the United States. These services help guide each step of program and policy planning by assessing strengths and needs, determining potential key partners, understanding issues salient to priority audiences, identifying challenges, and evaluating progress and impact. Services include, but are not limited to, survey development and administration, interview and focus group moderation, statistical data analysis, data visualization, report writing, and translation of research findings into actionable program planning steps. Typically, R&E projects focus on topics such as community health assessments, public health-health care integration, public health infrastructure, asthma and healthy housing, oral health, behavioral health (substance abuse and mental health), sexual health, chronic disease prevention and related behaviors, among other areas. This is an opportunity to be a key member of HRiAs R&E Cluster as a Project Manager. We are seeking two full-time Project Managers for multiple evaluation and assessment projects: Position 1: This Project Manager will focus about a third of their time developing and implementing an evaluation plan on a new initiative, Grantmaking to Build Sustained Environmental Justice Capacity and Networks Across New England, implemented by HRiA with core partners, Alternatives for Community & Environment, Inc. (ACE) and the New England Grassroots Environmental Fund. This three-year $50 million initiative is funded by the Environmental Protection Agency (EPA) and is an effort by the Biden-Harris administration to strip away traditional barriers communities have faced in applying for federal grants. It is part of the Justice40 Initiative, which seeks to deliver 40% of the overall benefits of certain federal investments to historically disadvantaged communities, that carry a disproportionate amount of the burden of pollution. The successful candidate for this role will need project management experience, knowledge of evaluation methods, experience working with community-based organizations, and a commitment to racial and health equity. Additional projects will be assigned from the collection of other evaluation and assessment projects in the cluster. Position 2: This Project Manager will spend approximately half of their time on a large, multi-year evaluation project for the Massachusetts Department of Public Health (MDPH) Office of Local and Regional Health (OLRH), with whom R&E is working to design and implement an equity-centered, comprehensive evaluation of OLRH, its strategic plan and overarching work, and a number of initiatives within OLRHs scope related to building workforce capacity and strengthening local public health in Massachusetts. The successful candidate will bring project management experience and a commitment to health and racial equity. Knowledge of research and evaluation skills is a benefit but not required. Additional projects will be assigned from the collection of other evaluation and assessment projects in the cluster. Under the direction of the project lead/PI, these opportunities partner with staff, clients, and other project-specific collaborators across a variety of roles and levels to develop and implement evaluation and assessment strategies, engage project-specific community participants, and develop and deliver interim and annual reports. The Project Manager is responsible for the day-to-day management of projects to which they are assigned. In some cases, these may be projects housed in the R&E Cluster with external clients; in other cases, they may be large, collaborative projects that comprise of other teams across HRiA. This position, in collaboration with the project leads/PI, will develop and manage workplans, coordinate and conduct data collection and analysis-related activities being conducted by R&E team members, and support processes and activities to further equity in evaluation and assessment processes. These positions are full-time, exempt positions. The primary projects for these positions are New England based. As a result, the individuals in these positions must live within a half days drive of Boston and will have the flexibility of working from home, in our Boston office, or in a hybrid capacity. HRiAs standard work hours are Monday through Friday, 9:00 a.m. to 5:00 p.m., with an opportunity to flex hours with supervisor approval. Evening and weekend hours, as well as travel, may be required occasionally. The salary range for this position is $72,000 to $81,0000. Starting salary is commensurate with organizational pay factors including experience, education, and specialized skills. Each Project Manager will be supervised by a Director-level staff member but will work closely with all members of the R&E Cluster and staff across the organization. Duties & Responsibilities The Project Manager will be responsible for the day-to-day management of several assessment and evaluation processes. The Project Manager will provide project management expertise in a fast-paced, high-intensity, high-visibility context to ensure the effective, efficient, and timely implementation of the project. This includes but is not limited to the following: Management Assist the project lead(s)/PI, in developing, implementing, and maintaining a flexible but specific workplan that supports the management and triage of multiple priorities and needs, while ensuring adherence to the timeline Managing and facilitating the engagement and participation of project funders/client, the project team, the subcontractors, and other key collaborators in the relevant work of the project Communicating effectively, efficiently, and appropriately with the clients, funders, the project teams, supervisor, and other key collaborators. Identifying, prioritizing, and resolving challenges (proactively where possible) to minimize impact to the project goals and timeline. Participation in the preparation and submission of all required progress and data reports and other documentation to the funder to ensure contract compliance. Working with the project lead(s)/PIs and other staff to use Asana and other tools to monitor and manage the overall project budget, timeline, and programmatic progress. Prepare agendas for and facilitate internal team and client meetings, working closely with the project lead(s)/PI; take notes during internal and client meetings. Coordinate development and submission of major deliverables including and funder-required evaluation reports. Provide all internal evaluation leads with project management and administrative assistance as requested, including meeting scheduling and logistics where needed. Coordinate with project lead(s)/PI and HRiAs Administration and Finance department to ensure appropriate invoicing and expense reporting. Coordinate with consultants and contractors, as needed, including developing consultant contracts and scopes of work for the project. Project Work Monitoring all aspects of the evaluations against scope and project workplans; identify potential problems or issues related to meeting project milestones and raise them to project leadership; Contributing technical skills and/or content expertise on environmental justice, Foundational Public Health Services, equitable evaluation, health, and/or racial equity to these projects to ensure its effective implementation and sustainability. Establishing and monitoring systems to gather and report data to assess project process and outcomes; identify and implement CQI activities, as needed. Communicate with the grantees about important project activities and triage evaluation-related questions from grantees. Travel within New England 4-6 times per year to participate in meetings with clients, grantees, and partners. Coordinate and ensure high-quality delivery of webinars and in-person presentations, as needed. Participate in qualitative data collection as needed, including interviews with stakeholders and focus group discussions with project participants or program staff. Conduct other research-related activities, as needed, such as literature reviews and environmental scans, including searching academic databases and reading and synthesizing published studies. Contributing technical skills and/or content expertise to other related HRiA projects and to the organization, as appropriate or needed. Other duties as assigned. Thought Leadership Sharing learnings and best practices in methods and approaches with Department team members, as appropriate. Presenting at conferences/events with senior HRiA staff, as appropriate. Suggesting ideas/improvements in project and/or organizational processes and systems through participation in teams and committees. Candidate Minimum Qualifications Bachelors degree and 4-6 years relevant experience, or Masters degree in social science with 2-4 years of professional experience, preferably with a focus in public health, health policy, or the social sciences and assessment, evaluation, and project management experience Experience and skills in project management including developing workplans and working with funding agencies, local organizations, and a range of stakeholders. Knowledge of or experience with evaluation plan development; development of qualitative and quantitative data collection tools and analyses. Experience working with community-based organizations on evaluation. Knowledge of and ability to describe environmental justice and environmental health issues and their impacts on disadvantaged communities, preferred but not required (for Position 1). Commitment to and understanding of public health, health and racial equity, environmental justice and environmental health issues and their impacts on disadvantaged communities, and to valuing diversity of thought, backgrounds, and perspectives, preferred but not required. Strong written and verbal communication, including communicating in person, and/or by video conference or phone, and ability to adjust style and messaging depending on the audience and medium. Proficiency with Microsoft Office (e.g., Word, Excel, Outlook, PowerPoint, Teams). Experience managing projects with Asana (or similar software). Excellent organizational and time management skills and attention to detail, ability to manage multiple tasks and projects, meet deadlines, and be calm in a fast-paced, busy environment. High degree of initiative with ability to work independently and as a part of a team. Demonstrated commitment to working with diverse staff and improving public health. Flexibility and a sense of humor. Ability to work virtually with a strong and stable internet connection. Able to travel (as needed and at HRiAs expense) for various engagements.
