Type : Full Time Location: Remote Travel Required: Yes Overtime Exempt: Yes Clearance: SECRET Reports To: ARMADA HQ ********************CONTINGENT UPON AWARD********************** Duties & Responsibilities: Perform curriculum development/revision functions to include: Act as Subject Matter Expert in review and revision of Course Management Documents and Lesson Plans (guidelines for the use of all other training materials/guidance for conducting the course). Act as Subject Matter Expert in review and revision of Trainee Guide (material with objectives to be attained and material containing knowledge/skill objectives the trainee attains upon successful completion). Act as a Subject Matter Expert in the delivery of classroom instruction, exercises and training. Identify and implement current tactics, techniques and procedures in lesson plans and trainee guides. Develop and implement case studies and exercises. Identify and implement alternative instructional delivery media, including video, gaming, and simulation. Identify, contact, and schedule guest lecturers to present instruction as Subject Matter Experts. Collect, analyze, and take corrective actions on course feedback forms and surveys. Coordinate with CENSECFOR Learning sites and appropriate Type Commanders to produce annual course schedules. Facilitate instruction for COAT courses. Perform scheduling, logistics, student management, and administration for COAT courses. Provide one student guide per student for each course of instruction, hard copy or electronic media. Other duties as assigned. Knowledge, Skills, and Abilities (KSAs): All contractor instructors shall conform to and comply with the rules, regulations, and other requirements of the Department of Defense and Department of the Navy, and as otherwise specified in this PWS. In order to perform the training support as provided for in this PWS, each contractor instructor shall: Be a qualified instructor in accordance with the specific requirements identified in the following sections. Have knowledge of basic and advanced training techniques to include classroom management, Classroom Assessment Techniques (CATs), and student motivation. Have knowledge of computer technology application as it applies to instructional presentation. Possess high personal standards of technical knowledge and professional competence in delivering training material. Possess the ability to perform in a military environment. Possess a familiarity with the organization and hierarchy of the U. S. Navy, military rank/grade structure. Possess a knowledge of Navy and military terminology, and shipboard/installation environments and configurations. Possess an excellent command of the English language, both verbal and written. Excellent communication skills, both oral and written. Proficient in the use of Microsoft Office products such as Word, Excel, and Outlook. Ability to recognize and resolve problems, develop training-related criteria, and analyze data. Minimum Requirements All instructors shall possess one of the following qualifications: Have attended the Navy Instructor Training Course (NITC) (A-012-XXXX) (or military service or civilian equivalent), or Academic credentialing (teacher/professor), or Instructor training via an academic institution. Academic ITC requirements should contain at a minimum 24-semester credit or quarter hours in the following: (a) Effective communication and questioning techniques (b) Adult learning theory and principles (c) Instructional Delivery methods (d) Lesson delivery performance laboratory (e) Training environment management (f) Inter-personal skills (g) Evaluation and Feedback Have 2 years of experience as an instructor delivering training. Contract Instructors must possess experience relevant to the course(s) that they teach. All contract instructor's résumés must demonstrate successful completion of a Commanding Officer assignment. Additionally: The resume of the COAT contract instructor assigned to provide training to the Installation COAT Course must include experience as a Navy Installation Major Command Commanding Officer, or other Commanding Officer experience plus Joint Staff Integrated Vulnerability Assessment, Joint Mission Assurance Assessment program management, or military-service equivalent experience in assessment team management. Instructors providing training for Surface COAT, Major Command Surface COAT, Aviation COAT, Submarine COAT, and Expeditionary COAT courses must have documented experience as a Commanding Officer of an afloat/deploying command (i.e. surface, aviation, expeditionary or sub-surface command). In addition to the Basic COAT Instructor/Manager Qualifications specified above, the resume of the COAT Instructor/Manager shall demonstrate the following experience: Assignment as the Commanding Officer of a Naval activity, either afloat or ashore. Leadership of Navy Security Forces and/or Antiterrorism Program management. Joint Staff Integrated Vulnerability Assessment or Joint Mission Assurance Assessment program management or military service-equivalent installation assessment team experience. Development and delivery of Navy command-level antiterrorism training. Facilitation of use-of-force training involving weapons simulators. Designing, developing and improving training courses and materials.
